Decree-Law No. 159 of 2025, converted into Law No. 198 of 2025, introduced the concept of the digital construction site badge as an evolution of the identification card already required under construction site safety regulations.
To date, the legislation has established the general framework, but the operational procedures for the digital badge will be established by specific implementing decrees issued by the Ministry of Labor.
These measures will define in detail the technical characteristics of the system and how it will be used.
Pending these guidelines, companies are still required to ensure the identification of workers and the proper management of attendance at construction sites—areas that are increasingly supported by digital workforce management tools.
